Abstract
“What is the relationship between online geospatial tools and public participation efforts?” This study seeks to contribute to answering this question through a comparative set of case studies focused on the use of one particular such tool – Crowdsource Reporter - by USACE in soliciting input on select water-related projects across the US. Case studies include a dredged material management plan (DMMP) for a confined disposal facility (CDF) in Chicago, master plans for reservoirs and dams in Ohio, Pennsylvania, New York, and Maryland, and an environmental impact statement for a 13-dam system in Willamette Valley, Oregon. Methods used include semi-structured interviews, document analysis, and participant observation.
The USACE mission is, “Deliver vital engineering solutions, in collaboration with our partners, to secure our Nation, energize our economy, and reduce disaster risk.” As part of accomplishing this mission, USACE is mandated to work with the public to ensure that the best decisions are made for the benefit of communities and the nation. The results of this study provide useful insights regarding how online geospatial tools work and how better to use them for public participation in environmental governance.
