Abstract
After two decades of research investments and policy dialogue, this paper reviews the state of knowledge on climate migration dynamics (drivers and “hotspots”) and policy responses as they relate to supporting in situ adaptation, facilitating migration for adaptation, and ensuring protection and solutions for people when adaptation is no longer an option. We find that, while awareness and concern have risen about the potential impacts of climate change on human movements, there is no consensus as to whether migration suggests climate adaptation failure or success or presents more risks or opportunities for the resilience of communities. There is also no consensus on the protection of people displaced in the context of disasters and climate hazards or on compensation for communities and nations suffering the “loss and damage” of being displaced. In the absence of a common terminology, a unifying narrative, and a clear institutional home, the governance of climate migration remains fragmented. This state of play reflects the fact that there are many forms of climate migration (or climate mobilities), but also speaks to the uneven distribution of climate risk and vulnerability globally and within countries. We argue that data and research have an important role to play in bolstering the agency of the most climate vulnerable communities, countries and regions to assess their situations and options, and to come together across contexts to advocate for policies and support commensurate to their challenges and tailored to their needs and aspirations.
