Abstract
Ending an evacuation is not always as simple as just returning home. Choosing when to return, how to return, and who returns after disaster can be challenging for households, especially in circumstances when a home and community has sustained significant damage from a disaster. In cases where the initial return home can’t be permanent, households often re-evacuate elsewhere as they initiate the short-term and long-term recovery process. This presentation examines household return-entry decisions as well as patterns of permanent and temporary returns following the initial return-entry process after Superstorm Sandy (2012) and Hurricane Harvey (2017).
