Abstract
Nearly 1.1 million members of the Rohingya minority in Burma were not enumerated in Rakhine State during the 2014 Population and Housing Census of Burma, based on publications released by the Myanmar Department of Population. Although census enumeration questionnaires asked for the ethnicity of respondents, none of these data were released. Given the lack of published census ethnicity data, 2018 data from the Myanmar General Administration Department (GAD) Township Profiles were acquired to map the populations of 31 ethnic groups for 325 of the 330 third-order administrative divisions of Burma. Although the ethnic group data from the GAD also excluded the Rohingya, other data tables included many of these non-enumerated individuals from Rakhine State. By combining multiple GAD tables, alternate data for each township could be used as a proxy for the non-enumerated Rohingya. This exercise provided a more realistic and granular representation of ethnic distribution in Burma than could be accomplished using census data alone and allowed for the creation of township-level population estimates of the Rohingya in Rakhine State for 2018.
