Abstract
Based on the theoretical discussion of relational place-making, this research identifies the socio-spatial implication of Jeju Global Education City (JGEC) by empirically analyzing the dynamic formation process of the placeness of JGEC socially constructed. Educational migrants of high-income class in Korea reside at JGEC to expose their children to a better educational-environment and make a unique place by practicing their own process of place-making. In order to understand JGEC, this research 1) examines the formation and development process of JGEC through multi-scalar analysis, 2) draws up two conflicting place-framings surrounding JGEC, 3) sheds light on the placeness of JGEC developed through the process of place-making by actual immigrants. According to the results, JGEC is dynamically progressed in each scale namely globe, nation, region, and urban by the interaction between actors and conditions. Even though there is a conflict between place-framing called ‘Education Hub in Northeast Asia’ as a center of English education and place-framing called ‘Educational Polarization’ deepening educational inequality by producing noble schools at JGEC, the actual process of place-making by the immigrants deepens the latter. They form a heterogeneous locale, practice temporary spatial embedding and having relationships and have a sense of place as a passage. As a result, JGEC develops an educational enclave functioning as an educational consumption space for the privileged class. However, educational migrants are those who can mediate between the existing place-framings. They demonstrate the potential which is likely to produce new placeness and third place-framing through different practices in residing at JGEC.
