Abstract
This paper evidences the role of European Union’s climate-neutral policies within maritime spatial planning in Greece by analyzing the new National Spatial Strategy for Maritime Space. The transposition of EU Directive 2014/89 into the Greek legal system was effectuated through Law 4546/18 (amended by Law 4759/2020), which set the national legal framework for maritime spatial planning in Greece, establishing the National Spatial Strategy for Maritime Space and the Maritime Spatial Frameworks, projected to complete in 2021 and 2025 respectively. The Maritime Spatial Frameworks are programmed under the Green Transition pillar of the Greek Recovery and Resilience Plan (2021–2026) and under the Greek Partnership Agreement (2021–2027). Hence, their programming links to that of policies, regulations and mechanisms having relevance to land-sea interactions and Blue Growth; notably, the upcoming spatial plans at the local level (Local Urban Plans and Local Special Plans) and the spatial frameworks at the national level (Special Spatial Frameworks for renewable energy sources, industry, tourism, and aquaculture), the initiative Greco Islands of the Territorial Just Transition Plan for the North and South Aegean and Crete, and the Integrated Maritime Policy for the island-maritime area of the Ionian, Aegean, and Eastern Mediterranean seas of Law 4770/2021.
