Abstract
The number of opioid overdose deaths in Texas have increased from 1,055 opioid overdose deaths in 2013 to 2,095 in 2020, an increase of roughly 98%. With these statistics in mind, the Texas
Targeted Opioid Response program (TTOR) aims to expand the capacity of physicians and
clinics that offer medication assisted treatment (MAT) to support people with opioid
use disorder.
TTOR’s state-funded services are provided to Texans who meet financial eligibility
requirements and do not have access to private medical insurance or Medicaid, providing the
state with millions of dollars in funding since 2016. This poster displays the drive times to MAT
service locations both before (Pre-TTOR: 2013-2016) and after (Post-TTOR: 2017-2021) the TTOR program was implemented to showcase the expansion of access to treatment for various populations and demographic groups. These areas of service were generated using the Service Area Analysis using the Network Analysis license and StreetMap Premium of North America.
The analysis indicates that the populations within drive times of 5, 10 and 15 minutes doubled
after the creation of TTOR. Almost all major metropolitan areas saw an increase of coverage,
and TTOR provided MAT service locations in the cities of Midland and Odessa, that have seen
a rapid population growth due to the Texas fracking boom in the region. This analysis
demonstrates the value of Service Area Analysis in program evaluation and can be applied
to numerous other issues surrounding health care access.
