Abstract
The mapping of utilities’ networks is a major source of big data. It is also a key instrument for tackling major urban issues: the risk of network damage or fatal explosions, by ensuring safer digging, and, more generally, the quest for a better management of infrastructure and urban projects. This paper probes the production of geoinformation and the shareability of GIS data that multiple stakeholders (local authorities, grid operators, service providers, etc.) are required to ensure following regulatory requirements. Drawing on a case study regarding France, the research is based on a series of interviews carried out with various stakeholders, a research diary related to ethnographic observations during stakeholders’ meetings, as well as on the analysis of juridical documents and existing databases. The study shows that GIS data sharing is confronted with three factors of uncertainty, regarding its methodology, governance and economic model, generating controversies among stakeholders and the development of contrasting designs and related partnership agreements from one city to another. This heterogeneity raises the issue of both data quality and interoperability for knowledge sharing. Nevertheless, the mushrooming of urban debates and initiatives at both local and national scales on utilities’ data sharing could well lead to innovative models of big data management for safer and more resilient cities.
