Abstract
Addressing emissions from global aviation through international mechanisms has long been a topic of discussion. The 2015 adoption of the An offsetting mechanism has recently been adopted in order to reduce the contribution of global aviation to climate change. This development is of particular importance as aviation currently represents over 2% of global GHG emissions (the international portion being the majority) and this portion is predicted to grow rapidly over the next few decades. This article explores ways which this mechanism could be implemented to encourage the sector to think beyond its carbon neutral goals and aim for decarbonization. The focus is on three different ideas: i) the use of domestic aviation as an offset source, ii) investment in aviation research and development in lieu of some offsetting obligations, and iii) a levy on each offset to fund research on new technologies in aviation. Each of these proposals are analyzed against offsetting best practices of additionality, permanence, and double-counting alongside pragmatic realities of this complex sector. Drawing on current mitigation practices, previous international offsetting experiences, and an understanding of the complicated nuances of the aviation sector, this article argues that new should be introduced into the mechanism which spur investment in less carbon intensive aviation technologies and fuels.
